I fear the catch to getting all the prudish "women must wear shirts" laws repealed lies in the dumbass frat boys you've referenced before. They grow out of it, but unfortunately too many of our lawmakers were once dumbass frat boys themselves and are likely to decide in their infinite wisdom that it's better to err on the side of caution by leaving the puritanical laws in place than to risk public condemnation for tempting randy schoolboys to abandon their otherwise virtuous pursuits in favor of chasing naked breastage. (shrug)
You're also arguing against a strong moral precedent. Why is it the way it is? Well, because it's been that way for so long, and we're not quite free-thinking enough to be all that comfortable with the idea of rocking the boat (the same reason alcohol is legal and pot isn't, and cigarettes are the only legal form of suicide). Why change the status quo just because it's stupid?
Shit like this really bites my wagger, because I can imagine the tactics the conservatives would employ if they thought these laws might actually get repealed. They'd have TV ads suggesting violent orgies and depictions of rioting in the streets, youth gone mad, a nation of sex offenders and helpless victims, anarchy, I tell you, ANARCHY.

I think that Americans have such a big problem with it because our nation was founded by the Puritans who thought the rest of Europe (which incidentally is far more permissive about topfreedom, among other things) was just too profane and evil... or something like that. I'm not a historian.
But, there really is no excuse. If the right-wingers try to say that it's a moral issue, I will smack them upside the head. Moral how?? The bible doesn't say anything about it! Is seeing a jar of Gerber baby pureed peas immoral?? Is a baby bottle immoral?? Is a cow's udder immoral?? Yes, I know "that's just the way we've always done it" (even though we HAVEN'T - how long is "always," anyway?????), but how does revolution change, except by doing things in a different way?
You know what else really gets my goat? BREASTFEEDING mothers being pushed out of public places and discriminated against. That is a totally NON-sexual way of using a breast, and the morons don't want to be reminded that it actually has a function like that!! Grrr. And the people who think breastfeeding is "gross"... There is no bigger way to piss me off some days. Gross??? GROSS??? It's been going on for millions of years! Are these people implying that they think we should evolve right out of being MAMMALIAN??? Oh my GAWD!!! We ARE human, we ARE mammals, and we HAVE breasts for a REASON!!!
